Idea, aims, resources:The UNDP Chernobyl Programme was established to assist the Government of Ukraine in addressing the long-term consequences of the disaster. A component part of the broader UN subregional rehabilitation effort for Belarus, Russia and Ukraine, it is a multi-dimensional initiative dedicated to environmental, social and economic recovery in Chernobyl-affected communities.
The Programme recently entered a new phase, which is to be highlighted by 3 main focus areas in support of implementing the recommendations of the recent UN report The Human Consequences of the Chernobyl Nuclear Accident: A Strategy for Recovery.
- Policy Advice - to support policy and institutional change to promote the development of Chernobyl-affected areas in accordance with Government priorities and the UN "Strategy for Recovery" report.
- Promoting Community and Individual Self-Reliance - to support communities in the affected areas to develop their capacities to address the problems they confront in social, economic, health and environmental rehabilitation and development. Programme activities in this area will promote community self-reliance and will also directly address the residual health and environmental consequences of the disaster.
- Strengthening Institutional Support Systems - to support the strengthening of institutional support systems that are essential for the implementation of services that address the human consequences of the Chernobyl disaster. These capacity-building activities will focus on established Community Development Centers and the concerned offices and officials of the oblast, rayon, municipality and village governments. The Programme will strengthen and expand the services of Community Development Centres (CDCs) including a new role in the delivery of enhanced rural outreach and community-based development initiatives.
