Effective cooperation continues
On April 14, in the MoE of Ukraine there was held a meeting of the Minister of emergencies and affairs of population protection from the consequences of the Chernobyl catastrophe - Grigoriy Reva and the director of the directorate on the affairs of development and cooperation of Switzerland - Walter Fust.
In the course of discussion there were summed up the results of mutual cooperation in the organization of anti-flood protection in Zakarpatya region and financing of the programs for the support of rural communities in the regions that suffered as a result of the Chernobyl disaster.
The Minister Grigoriy Reva thanked Walter Fust for the provided aid and proposed to support the projects of the Swiss side in future. The Minister has offered the Swiss delegation a project of cooperation on the recovery of children, who suffered as a result of the Chernobyl disaster. The particular incarnation of such aid can be the opening of the children's sanatorium in the city of Odessa. At the end of the meeting both sides have expressed their viewpoint of readiness to continue cooperation on the issues of safety and development of the Chernobyl region on the highest level.

The "Arch" went shaking under the critical looks of the specialists
On March 10, in the town of power-engineers Slavutych, within the framework of the "round table", there was held another discussion of the conceptual project of the confinement above the "Shelter" Object of the fourth power unit of the CNPP.
Representatives of the profile ministries, planning and contracting organizations, scientists from the National Academy of Scientists, and also public organizations took part in the discussion.
The proposed project "Arch" was criticized by many specialists. Particularly, the academician of the National Academy of Scientists of Ukraine E. Sabotovych called the techno-economic grounds of the project just a "supposition" and proposed to stop operations on this project till it will be elaborated. The scientist believes that during the decision-making the proposals of Ukrainian specialists were not enough appreciated. Their proposals are cheaper and the expediency of the project "Arch" was not confirmed.
The proposed project also does not take into consideration many regulations of the Ukrainian legislation, particularly the main condition of the transformation of the object into an environmentally safe system - the extraction of the remains of fuel and fuel containers from the sarcophagus.
The results of the "round table" give us the grounds to suppose the public hearings on this issue, which will be held on March 20, will also be tense.
The Chornobyl "sarcophagus" will become safe only in 2008
On February 27 in Kyiv, in the building of the National museum "Chornobyl", there was held a round-table discussion. In the course of the discussion there were covered the tasks, the possible environmental consequences of the construction and the following operation of the confinement over the fourth destructed power unit of the ChNPP, which has to be completed in 4-5 years.
At present, there was developed a techno-economic substantiation of the confinement construction - the conceptual project, which undergoes now a complex State examination in Ukraine and then will be sent to the Cabinet of Ministers of Ukraine for consideration.
The cost of the project still remains unknown. Oleksandr Antropov, the President's representative at the State Enterprise ChNPP, reckons that if we tell the sum now we would "violate the principle of competition. The contenders themselves should determine for what sum they could implement the project. The expert evaluation of the construction expenses that was made in 1987 (USD 258 mln) may essentially differ from the present sum".
The specialists think that the new confinement over the "Shelter" object will 50 to 500 times decrease the risk of the affect upon the environment.
According to the preliminary information, the object will be built by international organizations, involving Ukrainian engineering personnel and employees.
We should not forget about the social consequences of the Chornobyl disaster
The world community should not forget about the social consequences of the Chornobyl disaster, which are very important for the State and millions of people of Ukraine, Byelorussia, and Russia. The UN Under Secretary General, the UN coordinator on international Chornobyl cooperation - Jan Egeland, has reported this in Minsk.
During the meeting with the journalists he commented the results of his trip around the Chornobyl areas of the three countries, and noted the world community must develop a general approach in solving the problems of socio-economic rehabilitation of the affected territories. Jan Egeland has concentrated the attention on the fact that from this time on, the problems of socio-economic development of the Chornobyl areas will stand in the first place.
In this connection he highly appreciated the efforts of the governments of the three countries and the local body of power, directed to the social and economic renaissance of the territories, affected by radiation.

The Commissar of the European Commission on foreign relations Christopher Patten has reported in Kiev that the European Union will give great attention to the resolution of the Chornobyl issue in future.
In the course of the visit of the European Commission Commissar Christopher Patten to the Chornobyl NPP, there was signed the "Interactive program TACIS on the issues of nuclear safety for 2004-2006" between Ukraine and the European Union.
The First vice-Prime Minister of Ukraine Mykola Azarov has mentioned that the Draft Budget-2004 provides for money for the offset of debt to chornobylers from the recourse actions.
In Ukraine, there was started the implementation of the program of replacing the power capacities of the CNPP by means of modernization of the power units
at thermoelectric power stations.
In Kiev, there was reached an agreement about the simplification of the order of crossing the Ukrainian-Byelorussian border in the direction of the Chornobyl NPP.
After the meeting of the directors of the Ministry of Foreign Affairs in the city of Yalta, the CIS countries have offered the UNO to proclaim the 26th of April - The day of the memory of victims of radiation disasters. |
